What happens to the souls of children?

Catholic catechism taught me unbaptized children who die go into limbo because their "original sin" has not been forgiven. My sister says her christian faith believes anyone who has not accepted Jesus into their life, including children, cannot go to heaven. I don't understand how God would deny innocent children. Your thoughts, explanations are appreciated.
