Is this the reason Rafa is better than Fergie?

Rafa is a master at tactics but struggles to motivate his players against weak opposition. Fergie is a master at psychology but is not as good as rafa when it comes to tactics. Both managers are great at their own areas of strenght and you can't say one manager is better than the other.
